Circular economy demonstration project is a green energy development project, which will bring social, economic and environmental benefits to the country, the enterprises and the public. CPI took the initiative to build the Huolinhe Circular Economy Demonstration Project, and led the industry in surmounting the technical difficulties in the utilization of green energy resources such as large-scale and super-large-scale wind power.

Taking advantage of the abundant resources of low–heating value lignite, wind and solar power in Huolinhe Localities of eastern Inner Mongolia Autonomous Region, CPI completed the construction of the 800 MW wind power project, a certain scale of PV power project and a 2 × 350 MW air-cooled lignite-fired units, along with a local grid and control center. Thus the circular economy industrial cluster integrating low–heating value lignite, renewable energy, electric power and aluminum has been formed.

By the end of 2014, most components of the circular economy project have been completed. The 2 × 350 MW coal-fired units, the Electric Power Monitoring and Control Center and the local grid have been put into operation. The three phases of the wind power project, with 100 MW installed capacity for each phase, began power generation successively.

On December 8, 2014, Huolinhe Circular Economy Demonstration Project was honored the Award for Today’s Transformative Step 2014 by the United Nations Framework Convention on Climate Change, China Low Carbon Alliance, the Environmental Defense Fund and China Carbon Emission Reduction Association at the United Nations Climate Change Conference.
