SPIC Releasing NuPAC Platform with Completely Independent Intellectual Property Rights

  On January 5, 2017 SPIC announced at a Conference that China has developed a NuPAC platform with completely independent intellectual property rights. The platform has obtained the permission of the National Nuclear Safety Administration of China and the Nuclear Regulatory Commission of the United States, becoming the first nuclear reactor protection system entitled with administrative permission of nuclear safety regulatory authority in both China and the United States.

  NuPAC platform, a nuclear reactor protection system, serves as the “bodyguard” of nuclear power plant. It plays an important role in Digital I&C system for nuclear power plant and can ensure safe shutdown of nuclear power plant when abnormal incidents happen, including such natural disasters as earthquake and tsunami. The fact that NuPAC platform has obtained the administrative permission of nuclear safety regulatory authority in both China and the United States shows that State Nuclear Power Automation System Engineering Company (SNPASEC), a subordinate company of SPIC, boasts the capability and qualification of supplying nuclear-grade instrument and control system for nuclear power units of various categories in China. Meanwhile, it also shows that SNPASEC has broken the long-term monopoly of world-famous suppliers of Digital I&C system for nuclear power plant in this field, providing a technical access for advanced nuclear power technology in China to enter European and American market and initially establishing SPIC’s market status in international nuclear power I&C field.

  In recently years, network information security has been a hot topic in international community. Against such backdrop, the International Atomic Energy Agency (IAEA) highly recommends FPGA technology, a latest, optimal and reliable technical solution for nuclear reactor protection system. The NuPAC platform, based on FPGA technology, is developed by SNPASEC and Lockheed Martin Space Systems Company jointly, marking the first application of FPGA technology, a technology widely applied in aviation and aerospace, in commercial nuclear power plant. Such technology is independent from software operation and can materialize software and effectively defend cyber attack. Its system framework applies unique modularized universal design and its intrinsic safety characteristics can offer the most reliable protection for the operation of nuclear power plant.

  SNPASEC owns the entire intellectual property rights of NuPAC platform, which enables it to develop source code independently and continuously improve and develop the platform free of any restriction. SNPASEC can provide the platform and service to the whole global market as long as it conforms to the framework protocol on peacefully utilization of nuclear power concluded between China and the United States.

  NuPAC platform can be used for nuclear power unit of all reactor type, nuclear power device for civic use and high-end industrial control fields with strict requirements for safety and reliability, including heavy gas turbine and rail transport.

  At the Conference, SNPASEC signed a cooperative agreement with State Nuclear Power Demonstration Plant Co. Ltd. and Shandong Nuclear Power Company respectively. The NuPAC platform will be applied for Rongcheng CAP1400 demonstration power plant project and Haiyang Project etc.
