Haiyang Unit 1 Passed the Comprehensive Nuclear Safety Audit before Initial Fuel-Load

Prior to the initial fuel load, Haiyang Unit 1, located in east China’s Shandong Province, passed through its comprehensive nuclear safety inspection on August 4 of 2017, which is also the most critical inspection before the initial fuel load of this unit.

 

Mr. Tang Bo, Director General of the National Nuclear Safety Administration (NNSA) together with Mr. He Xiaofeng, Vice Director General of NNSA led the inspection, joined by Mr. Wang Fengxue and Mr. Zeng Xi who are the President and Vice President of State Nuclear Power Technology Company (SNPTC) respectively. The inspection team had 67 experts who formed 6 sub-teams, namely quality assurance (QA), construction, commissioning, operation, finished products preservation and environmental protection facility to perform a comprehensive and meticulous inspection on the relevant preparations prior to the initial fuel load of Haiyang Unit 1 in manner of debrief, document inspection, site walkdown and staff interview.

 

The inspection team believed that up to date the QA system of Haiyang Unit 1 had been operating normally with activities relevant to nuclear safety under control. Meanwhile the defect elimination and pertinent turnover of safety related structures, systems and equipment were conducted per schedule. The commissioning activities before the initial fuel load were performed in accordance with the schedule and the disposition of abnormal commissioning was also controllable. The radwaste management, radiation protection, physical protection and emergency preparation were carried out in an orderly manner. The fuel load and operation preparation could satisfy basic requirements. At the same time, the inspection team further raised nuclear safety related management requests.

 

During the exit meeting in the morning of August 4, Mr. Tang Bo said that Haiyang Unit 1 has basically met the fuel load conditions, and the Shandong Nuclear shall make improvement constantly to lay a solid foundation for the realization of the initial fuel load and follow-up activities.

 

Representatives from NNSA, its East Regional Office, its North Regional Office, Nuclear and Radiation Safety Center as well as all involving construction organizations of Haiyang units participated in the inspection process.
